There *IS* a way for a program to detect that the subsystem is in shutdown
mode... I think it's the RPG SHTDN opcode... if that operation turns on the
specified indicator, a program is *SUPPOSED* to do a graceful exit.  I have
yet, however, to see a program that actually does this.
