Yes.  You could even restore a SAVOBJ or SAVLIB from V1R1 on V4R1, or for
that maytter - even a save from a S/38.  However - the older the save is, 
the longer it's going to take to restore, as the system needs to convert 
the objects to the current release.
PS - Of course, program objects must be observable, else they will restore
but you won't be able to run them.
