We solved this problem by putting our own OURSYS/QBATCH jobq ahead of QSYS in the LIBL. Any job submitted unqualified went to our queue, hooked to QBATCH. The QGPL/QBATCH jobs from S/36 environment went to wherever they went to (another subsystem).
