I dunno... we had this problem and it was a nasty 'hardwire' that put all
S/36 jobs in jobq QGPL/QBATCH.  We solved this problem by putting our own
OURSYS/QBATCH jobq ahead of QSYS in the LIBL.  Any job submitted
unqualified went to our queue, hooked to QBATCH.  The QGPL/QBATCH jobs from
S/36 environment went to wherever they went to (another subsystem).

It wasn't pretty, but it did keep things separate...
