Sure.  Create a new subsystem that only allows three jobs, then
put Q1 and Q2 in THAT subsystem instead of the one that Q3 is in.

Sorry, no chance:
- The jobs have to run in THIS subsystem and nowhere else.
- At most THREE jobs are allowed to run from all three queues.
