You can use the PCSACC exit for this as long as everyone is using the IBM
supplied file transfer user interface for all versions of PCS and CA/400. 
For the "optimized clients", OS/2 and Win '95/NT, if someone has written
their own program and uses the PC file transfer API's you will also need to
use the exit point for the database server.  See the manual "Server
Concepts and Administration" for more information on the exit points and
example code.  You may find it convenient to set PCSACC to *REGFAC and
register a file transfer exit with the registration facility (WRKREGINF). 
This allows you to manage all exit points except DDM in the registration
facility.
