Chuck,

The primary reasons that PC disks are so much cheaper is the quantity in
which they're made.  "Millions" of PC drives are manufactured every day,
far more than the number of AS/400 drives.  The AS/400 drives also have
additional microcode in them for diagnostics, etc.
