And now, (drum roll) the one closest to solving my problem is --- Mark!

He had the right answer, just the wrong subsystem.  QSNADS was my problem, not 
QCMN.  I guess many others are having problems with QCMN.  Note: I have 
included most of Mark's message, BUT be advised the device is *APPC NOT *APPN.
