In addition to other solutions (maybe a repeat) you could create
distribution list(s) 
CRTDSTL for each group of folks that wanted to be grouped together
and send 
the reports to that list and it in turn would send copies to the
directory entries 
associated with that list.

Then users could be added or removed from the list(s) with out having
to modify
any programs.
