Francis, You can allocate the message queue in one of two ways. Either have a batch job running with the message queue locked.... Or more commonly, signon the console as QSYSOPR. We use QSYSOPR every night to do the backups but usually signon first thing in the morning at the console. Without allocating it, I would assume you could prevent this using object security but don't know off hand what you need to do.
