You say you like the user message queue notify to work at the user's station
with the message queue locked but you still want to be able to delete
messages from another workstation.

I created a separate message queue for each person with a naming convention
of user-name + "cmd" (eg. johndoecmd.  The initial program would put this
message queue in break mode and have a break handling program to interpret
all messages being sent and execute them.  You could then send a message to
johndoecmd with the text of the message being chgmsgq *usrprf *hold.  Delete
the messages from the user as desired.  Then, send another message to
johndoecmd specifying the chgmsgq *usrprf to *break or *notify.
