Program Needed (if possible)

I am looking for a program that will run on a PC, collect data coming in
from a comm port, then transfer the data to an AS/400 either via data
queues or some other method where the data would be continuously
transferred and available on the AS/400 on a record by record basis.

In the event that the AS/400 was not available, the PC would need to
store the data until the AS/400 was available again, then the transfer
process would resume without losing any transactions.

If you know of a program that would perform this task, or would be
willing to write one, please respond to me via private email.
