Not a problem.  Restoring a V3R1 lib to a RISC machine you are doing
object/release conversion on the library.  Restoring back to a V3R1 box
the system doesn't need to make any changes, therefore it restores
quicker.
To do a fair test of restore time comparisons, now that the library is
on the V3R7 machine, save it to tape (with the default TGTRLS(*CURRENT)
for V3R7), delete it, and restore it again.
Now compare those times to the restore of the V3R1 save on a V3R1
machine.
