What was the FRCOBJCVN set at?  Were there program objects on the save?
If so and FRCOBJCVN was *YES (or *SYSVAL and QFRCCVNRST is set to 1),
then object conversion is occuring during the restore.  Is the Objects
to convert parm is *ALL, then even objects in V3R7 format will be
converted).
