Use CHGCMDDFT to change CRTDSPF to default to RSTDSP(*YES).  We do this by
using CRTDUPOBJ to copy the command to a library in front of QSYS and change
the defaults for the command in that library.  We do not think it is a good
idea to directly modify objects in QSYS.

Remember, you will have to do this each time you put on a new release so use
a CL program to change your defaults.
