For reference, these are the prestart job entries in V3R2 - maybe
something didn't get upgraded correctly when you jumped directly from
V3R0M5 to V3R1 ??

For brevity I'm posting only the program/library/user info.
If you don't have all of these send me a message and I'll send you the
full detail for the prestart job entry you are missing (IF that's the
problem).

(PS - you DID add STRSBSD QSERVER to your startup program didn't you ?
       Also make sure it's not an authority problem.  Startup program
usually runs under QPGMR who may not have authority to STRSBS QSERVER or
STRHOSTSVR *ALL etc.  You could just change ownership of the startup
prgoram to QSECOFR and specify USRPRF(*OWNER) via CHGPGM or CRTCLPGM).
Suggest you add a CHGJOB * LOG 0 (*SECLVL) as the first statement of
your startup program, then next time it runs you can check the joblog.
