When your QSTRUP program runs, it runs under the authority of QPGMR. In V3R2, many commands have their Public Authority changed to *EXCLUDE. You might want to sign on under QPGMR, and then try executing these commands from the command line. In addition, you may wish to put a CHGJOB LOG (40 00 *SECLVL) LOGCLPGM(*YES) as one of the first lines of your start-up program so you will always have a joblog of what was executed when the startup program ran.
