Prestart jobs

All,

 I have a C/S application (written in VB) that is running a command on the
/400 (which calls a CL and RPG pgm requires parms).   After trying several
methods of  kicking off this process,  we have come to the conclusion that
CA/400's RMTCMD seems to provide the best performance overall.  

 RMTCMD starts up a comms job every  time it's run.  I would like to speed
the job initiation up by using Prestart Jobs.  Is this possible?  If yes,
what exact steps are required (i.e. evoked job name) for this to happen?
