Well, until you put it that way, I was about to suggest disallowing WRKOUTQ
and making them use WRKSPLF.  You could authorize certain users or group
profiles to access only certain writers and outq's, but this is a maintenance
nightmare in a large environment unless you have a person dedicated to
security.  Someone mentioned a NEWS/400 article on the subject a while back,
but I don't remember the issue number.

At my current (primary) client, we have an operations staff to start writers
and answer forms change and alignment messages.  We also have a package from
a company called "Queue Magic" that distributes reports to the appropriate
printers on the proper form with the right number of copies -- and to both
