I've used PC Support to passthru to secondary AS/400's as early as V2R1, so
it's not a version limitation.  Is the intermediate machine defined as a
NODETYPE(*NETNODE) in the WRKNETA screen?  In order to do this Virtual
Passthru, the AS/400 in the middle needs to know that it is supposed to act
as a routing node.
