Mark,

It's different.  It kind of does what tool #1 and part of tool #2 do.
Potentially it could be made to feed bypass, but with the #2 tool coming
out soon and cheap, I haven't bitten the bullet to update it.

Bypass is probably the ultimate fix it tool, assuming that IBM doesn't
screw it up.
