You didn't mention if you had ENET locally or what your budget estimate 
is.

You could use bridges and ISDN modems to hook it all together. Andrew 
should be able to fix you up with ISDN to ENET bridges for about 
(guesstimate) $1200 a piece. Adtran makes some good ISDN modems for about 
$450 street price each.

Not only would this take you to 128k instead of 19.2, but also ISDN 
modems eliminate the CTS-RTS delay which can really effect performance. 

This might still be too pricey for you, though.
