You may try what I am doing.  All my developers use the same startup
program.  It is as follows:

         PGM
        CHKOBJ     OBJ(QTEMP/PGMR) OBJTYPE(*DTAARA)                        
        MONMSG     MSGID(CPF9801) EXEC(GOTO CMDLBL(FIRSTPASS)) 
 
FOUNDIT:    GOTO       CMDLBL(END)   

FIRSTPASS:  CRTDTAARA DTAARA(QTEMP/PGMR) 
                             TYPE(*CHAR)  LEN(1)
        TFRJOB     JOBQ(QINTERPGMR) 
 
END:        ENDPGM

I do this for multiple user classes and it works like a champ.
