Reduce PTF Cover Letter Download Time -- MIDRANGE-L

For long Informational PTF Cover Letters (like the SF97vrm 'shopping lists')
you can now reduce your download time approx 50% by applying a new PTF that
will download a compressed version, which is uncompressed as it is received.
I tested it by downloading SF97320 on a 12,000bps connection to IBM.  The
download time decreased from 15 minutes to 9 minutes.
The V3R2 PTF to apply for this is SF38043.
It's on the latest V3R2 cum package (C7126320).
V3R7 PTF is SF38044.
V3R6 PTF is SF38045.
