I think in the late 80's a lot of Dec Engineers/Programmers  jumped ship/were
woo-ed  to Microsoft
and since, when ever one  writes a major piece of code / system,   and If you
write anything new 
you tend to write what you know,  only better(hopefully).     I think that the
VMS -> WNT is not to far off.   
Also, I think that Microsoft's web pages for a long time(maybe still?)  were
running VMS on a Dec Alpha because of security , etc..........  But I'm probably
wrong as usual.
