Things that I've tried as work-arounds that users have liked:

  Make the numbers the same all through the system, but don't include them
all on every menu.  In other words, 90=sign off, even 10s are department
menus (30=A/R, 40=A/P, 50=Grand List, etc), 
 
 Take some of the common things and let them be Function keys at the
bottom of the screen.  (I had to make menu-look-alike screens with CL.) 
Lets see...  I used F5 for wrksplf, F6 for display messages, F9 for
submitted jobs, F24 for a command line if the user is authorized to one.
