Ever since 600 BAUD there has been a difference in the rate of transmission over the phone line and the BITS PER SECOND rating of the modem. This is highlighted with the current generation of modems with data compression where the line speed (DCE - Data Communications Equiptment e.g. 28.8 kBps) and terminal speed (DTE e.g. 57.6 kBps, 115.2 kBps). The differing speeds are handeled by buffering the the local modem and with hardware flow control.
