With 3.1   38.4 will work.

Your line config etc is ok. 
what is needed is to prime the modem.

Connect modem to any PC. Configure pc port as 38400 8N1.
Then issue follwoing commands

AT&F1   (Reset to defaults with hardware flow control)
AT&W    (write to NVram current Config.)

power off modem and re-connect to WSC.

The "trick" is that the modem sets its dce speed from the last
 'AT' command received.  The 400 does not issue the commands, 
thus when you power up the modem connected to the 400, the DCE speed
will be loaded from the NVRAM, and voilla 38400.

*CALC looks at the incoming speed to set the port.

This seems to work for me, let me know how you fare.
