The recorder only comes with windows for work groups.  It is written by
MicroSoft.  It works fine with windows 3.1, and windows 95.  I haven't
tried it on NT.  The files are record.exe, record.dll & record.hlp.  

I did find the recorder edit program that Russ was talking about.
