I agree with everything you have said except for one thing (see above).
There is NO requirement placed on American companies to find qualified American worker before submitting an LCA for an H-1B worker.

This is simply a myth...

Although it is somewhat true for "green" card (permanent resident) visas, it is absolutely NOT a requirement for H-1B workers, and the "prevailing wage" requirement is also sham - it is easily manipulated by
changing the job title of the worker.
