I have seen some places that are letting contractors work remotely on a part
time basis. We use folks who aren't even in the same state as we are. But
I guess it would depend on your skill set.

Teresa,

Metro Detroit is definitely not the place to be for the AS400 right
now. I don't think you'll find any part time work. It would be best
to look into finding a job next summer.

A few personal questions:
What prevents you from finding something now?
Would you be willing to relocate? (there are jobs in other metropolitan
areas)
How many years of experience do you have?
What type of AS400 job are you looking for?
Have you considered studying Java/Websphere or Microsoft Visual
studio (VB, VC#, ASP)? (These skills are in demand)
Have you used the major job search engines? (Dice, Monster,
Careerbuilder, etc.)

Many of these factors will play into how hard or easy it will be to find a
job.
