Actually it sounds like a frustrating burecratic technicality.  For cripes 
sake, if I transport a bag of charcoal and some hairspray in an overnight 
kit in my car am I illegal because I am not a certified hazardous waste 
carrier?  I am sure there are lots of companies on these lists that think 
there needs to be a compromise between some of these environmental 
concerns of the USA but not down to the level of a chinese leather 
factory.
