If you really need nested includes and macro expansion, look at "m4" -- a general-purpose Unix macro preprocessor. IBM delivers the AIX version of m4 for i5/OS or OS/400 as part of PASE.

Or, you could use the ILE C compiler's built-in preprocessor, by specifying CRTCMOD ... OPTION(*PPONLY). Then, invoke the MI compiler for the expanded text.

You could even write your own command to invoke macro processing and then invoke QPRCRTPG to compile the expanded source..
