DSPOBJD (and related APIs) can be used to determine the domain of a *PGM.
*SYSTEM domain programs can only be accessed by *SYSTEM state *PGMs (if I
understand the intent of your question correctly).

Not an answer, but a followon question.
With the V5R4 system state program change.
Will we be provided with a V5R2 and V5R1 PTF that will show us what
programs on the system that have the system state "switch" on??
I envision something like the CISC version upgrade PTF's to show what
programs had their obserability removed...
