It's not exactly rocket science to write your own front-end for QPRCRTPG.
Especially given that there are examples given in the API manuals
themselves. The one I use is the PL/I example from the V2R3 API manual,
augmented with a few extra features I came up with, mainly to give it the
look and feel of a genuine IBM compiler.

I'm not entirely sure WHY anybody would WANT to do this, given that the
default for MI programs (and the ONLY option as recently as V4R2, and
probably more recently than that) is for the program to be usable on
earlier releases than almost anybody could possibly still be using. And if
you have features that use instructions that were only implemented after a
certain release, or you're checking for machine characteristics that only
existed beyond a certain release (such as a license checker looking for
LPAR status), it's easy enough to find out what release you're on, and
bypass the code that's meaningless before a certain release.
