The way I explain it to non-AS/400-jocks is thusly:

Security 10 is like having a door on your building.
Security 20 is like having a locked door on your building.
Security 30 is like having locked rooms in your locked building.
Security 40 is like having a guard watching over the locked doors in your
locked building.
Security 50 is like having an armed guard watching over the locked doors
in your locked building.
