I suppose with CHGSYSLIBL before CRTCMOD/CRTRPGMOD etc, one could: (1) preempt QWX* programs, extract & disassemble the incoming W-code from the parameter list, study and interpolate and insert additional W-code into the stream; and, (2) preempt QBN* programs, extract & disassemble the incoming NMI from the parameter list, study and interpolate and insert additional NMI instructions into the stream. Surely, no harm in that, right? After all, the code eventually goes through the trusted RISC translator, so, altering the higher level W-code or NMI isn't a security threat.
