do you have control of the pc to load software onto it?
Any of those utility programs would have to involve something on the client
side.
There are a large number of free utilities to download
from various universities and government sites.
For old file conversions I use Bruce Guthrie's "convert.exe" pgm.
His download site has moved a few times.
i would look for a dos ftp server (so the 400 can be the client and
"get" the files).
