This value is not in the program object. It is part of the attribute record in the OIR (Object Information Repository) entry for the object. The OIR entry is in the OIR space which is addressed from the library containing the object. You can locate the OIR entry using the OIR index. Both of these objects can be seen by dumping the library containing the object.
DMPSYSOBJ OBJ(the-lib) CONTEXT(*MCHCTX) OBJTYPE(*LIB)
and look for the pointers to *OIRS and *QDIDX objects.
