I think I may be able to clear up some confusion due to the documentation:

You cannot create symbolic links IN the QSYS.LIB file system... e.g. on 
the ADDLNK command, you cannot specify a name on the NEWLNK 
parameter in the QSYS.LIB file system... but you CAN create a symbolic 
link in another IFS file system that "points to" an object in the QSYS.LIB 
file system (e.g., on the ADDLNK OBJ parameter).
