Per the RPG Reference manual, external program calls require that
parameters be passed by reference.  I assume that you have looked at the
API Convert Type (QLICVTTP) and found that it could not provide the
necessary conversions?

Some internal programs (like QLICNV) accept parameters by value.
Is it possible to call them in (RPG)ILE or we must write a MI interface?
