Another way to look at this whole LPAR thing is as follows:

Each "Logical Partition" (LPAR) is like its own "virtual machine";
it has its own DASD (either dedicated DASD, for OS/400 partitions,
or can be disk space "carved" out of the IFS, for Linux partitions),
and it has its own "processors" (can dedicate entire processors in
a multi-processor iSeries, or you can dedicate only a percentage of
a processor to each partition).

Then, just like on a real machine, you must load the operating system
(OS/400 or Linux), and IPL (or boot up) the operating system, then
load any additional licensed program products or other software,
and also you must load and apply any IBM PTFs, etc., and then you
can load your applications data, etc., and define user profiles, etc.
