It's pretty simple to reset those flags with CHGPF if you have the right authorities. I discovered this while trying to see what's inside QUSRSYS/QAPZPTF. I copied it to my library with CRTDUPOBJ, made a DDS source member matching its fields, and did CHGPF FILE(mylib/QAPZPTF) SRCFILE(mylib/QDDSSRC) Wah-lah, an open book.
