Gene, an activation group is considered "in use" if any thread in the
process has a program (or procedure) on its call stack associated with that
activation group. So, one can see the combination of values listed below
without anything being out of the ordinary. I'm told that with current
implementation choices the "destroy pending" status for activation groups
will not be visible from MATAGPAT. (No past or future guarantees are
implied.)  I'm also told that an inactive activation status would only be
returned from MATACTAT for an OPM program on which DEACTPG has been run.
