Rephrase:  How can an MI program determine if an activation group is in
use?

I'm seeing the MATAGPAT's "destroy pending: Yes/No" bit is always OFF.

I'm seeing the MATACTAT's "activation status: Active/Inactive" bit is
always ON.

Yet my "DSPJOB OPTION(*ACTGRP)" screen shows some activation groups in use,
some not in use.  What am I missing?
