Every time a handle located segment of the PGAS is added or changed, the
entire space has to be reorganized. ( if handle 1 is increased from 100 to
200 bytes, all the handle segments after it have to be shifted down by 100
bytes ).

No wonder a "set a ptr to the PGAS" api cannot be provided.  The underlying
data could be shifted at any moment and the appl with the ptr would not know
it.  And allowing direct modification of the PGAS contents via a spcptr
would expose the entire handle structure to corruption.
