JCE is the Java Cryptography Extension info can be found at;

It's a pretty good implementation (functionally speaking) of many of the
more common algorithms - including the ones that are of interest to me, PKCS

It's now a standard part of the JDK (1.4 beta), rather than a 'add-on'
package to the current JDK1.3 release.
