Qcmd maps numeric literal arguments into a 15,5 packed fld.
( not sure what happens if the numeric has more than 10 whole digits )
Character  literals look to be mapped into a fld that is a min of 32 in lgth
and a multiple of 16 after that.  The literal is then copied into this
"pass" fld and padded with blanks.
No hex 00 null terminator at all.
