User spaces are for uncontrolled access by and from non-CL programs, and protection from casual poking and prodding by users. Data areas are for uncontrolled access and inspection by users, CL programs, OPM RPG programs, and MI programs that call the RPG runtime. I've dealt with all of the above, and there are quite a few places where I'd much prefer if an existing data area (established by a predecessor) were a user space. -- James H. H.
