Because data expands exponentially to fill all available space.

Why was it so important for Microsoft to break the 640k barrier?

At one time, 640k was way more than enough, now, it's not a drop in the
bucket.

At one time, 16mb was more than enough, but now...

Yes, there may be work arounds by using something other than a user space.
But, perhaps that is the best for the particular application.
