 >> am I wasting valuable web bandwidth even asking?

Almost certainly

 >> Do 3rd party language developers have access?

If they pay the price. IBM has no set price - it probably depends on how
much they want the tool to be on the box. The advent of PACE and LINUX
probably reduces the likelihood of their wanting to do it.

 >> Are there factions in ibm in favor of opening nmi?

There were at one time (I was one of them) - these days I doubt it. As of
V5 everyone will have the C and C++ compilers and C is the "new MI" from
IBM's perspective - the vast majority of MI instructions are there in
built-in and function forms and in some cases I believe are more efficient
than using MI. There are many advantages for us and them to have it that
way.

 >> Whose big idea was ILE in the first place? It seems like an added
level of complexity. A two step process to create a program instead of
one.

You have a one step process now - it's called CRTBNDxxx! In fact there has
always been a two step process but you did not really have the opportunity
to jump in to the middle before. Why ILE - well this has been done to
death on other forums but the simple answer is that the advent of languages
like C on the box made it obvious that higher speed calls (among other
things) we needed. It was determined that the existing architecture could
not accommodate the changes needed and so ILE (or New Program Model as it
was known at the time) came into being. That also gave the opportunity to
deal with other problem areas of the "old" system - namely the scope of
overrides, ODPs, commit scope, etc.

 >> Has Dr. frank ever voiced an opinion on omi vs nmi?

To the best of my knowledge he is happy enough with it. He knows that
without it C++ and Java could never have had any significant role on the
platform.
